No one, even dignitaries were not permitted to order golden embroidered robes and other costume details for themselves as well as a horse trapping. The only way to possess such kind of things is to get them as a highest gift from the Emir of Bukhara. But rulers and khakims (judgers) of the different regions of Bukhara khanate acquired golden embroidered robes and trappings because these things were the essential part of the annual traditional gift to the Emir.
